Diaz-Balart Statement on Intelligence Community's "Havana Syndrome" Findings

March 2, 2023

WASHINGTON, D.C.– Congressman Mario Diaz-Balart (FL-26) issued the following statement regarding the Intelligence Community Assessment (ICA) on Anomalous Health Incidents (AHIs) findings in which "most" intelligence agencies involved in the five-agency report concurred, reported that it was "very unlikely" that AHIs (Anomalous Health Incidents, also known as "Havana Syndrome") suffered by U.S. personnel and their families in Cuba and elsewhere were caused by a foreign adversary.

The report found that "In light of this and the evidence that points away from a foreign adversary, causal mechanism, or unique syndrome linked to AHIs, IC agencies assess that symptoms reported by U.S. personnel were probably the result of factors that did not involve a foreign adversary, such as preexisting conditions, conventional illnesses, and environmental factors."

Congressman Diaz-Balart stated: "The Biden Administration has spent the past two years finding ways to appease and give concessions to the Cuban regime. This report is a brazen precursor to the Biden Administration removing Cuba from the State Sponsor of Terrorism– a measure they have been working on since taking office. The speculation of the causes as "preexisting conditions, conventional illnesses, and environmental factors" is not only at odds with the findings of a panel of experts and fails to adequately name the cause of what occurred, but the report is an insult to the dozens of hard-working U.S. staff and their families who suffered serious brain damage and other symptoms as a result of these "AHI's."
